PDPL Article 7 says that you can’t force someone to give consent for processing their personal data just so they can access a service or benefit, unless that service genuinely depends on that specific data processing.

Consent Can’t Be Forced
The consent referred to in paragraph (1) of Article (5) of this Law may not form a condition of providing a service or a benefit, unless such service or benefit is directly related to the Processing of Personal Data for which the consent is given.

You can’t require consent unless the service truly needs it:
Saudi PDPL Article 7 (1) says that, you can’t make consent a condition for a service unless processing the data is necessary to provide that service.
In other words, consent must be freely given, not tied to unrelated services.
